... An event of the greatest importance for the nation was the recent adoption, after months of study
and preparation, of Ethiopia's Second Five-Year Plan. The results of the First Five-Year Plan,
placed into effect in 1957, were many and varied, and this experience has encouraged Us to
proceed with a yet more ambitious programme for the further development of Ethiopia's economy
during the next half-decade. The new Plan has been drawn up with scrupulous attention to the
most pressing of Our nation's needs and to the careful and judicious allocation of available means
among the multiple competing development priorities....
